Your cape should be one of your own unless doing something else that OSRS gold requires it to work, for instance, shooting ogres in cages. As I examine your charms, I'm not convinced you could make an 69 without adding additional charms. With the barker toads in gold there's a need for 1840 gold charms to earn 160k xp. greens, 1620 with Ibis and Crimsons. using stranger plants and blues which you're likely to like to save, but it's 343 with kyatt's or graahks.
Up front, that's about 1.5m on average for toads. 4.7m to ibis 2.5m for the plants of strangers as well as 3.4m in the case of Graahks (4.4m to Kyatt). The mix will be somewhere between. If you're lucky you'll make the equivalent of half through sales of the pouches. The exception to this is the blue pouches that can make the money back, however you'd have to find an efficient source of blue charms.
Personally, I think you'll be hard pressed to spend less than 1m , and even more likely you'll at least be spending 1.5-2m on the next three levels. Summoning is one of those bite your knuckles and don't worry too much about prices.
It's worthwhile to earn these levels, Yip, Tort and Bat are all useful familiars, however, I'm unaware of any super cheap method which doesn't require a massive sum of prep time. Abyssal Lurkers (Which requires you to farm abyssal animals yourself to cheap RS gold get abyssal appeals) and Graahks/Kyatt's is the only really profitable/sellable familiars I've seen below 66.
